There are quite a few backpackers inn accros Singapore. Here are a few that I recommend, in different parts of Singapore:
Backpacker Inn Chinatown
Plus: Cheap, clean, near to the Chinatown MRT station.
Minus: No staff around, the room is very small hence close to each other, no privacy.
Betel Box Backpackers Hostel, Geylang
Plus: Clean, free local tour, friendly staffs, near beach.
Minus: Far from the city center.
Lollypopcorn, Ang Mo Kio
Plus: Clean (daily), nice breakfast, cable TV provided.
Minus: Far from city center.
Rucksack Inn, Clarke Quay
Plus: Clean, nice staff, cheap, near to the Clarke Quay MRT Station.
Minus: Beds are wobbly and queaky, bunks are close to each other.

Service World Hostel, Chinatown
Plus: Owners are helpful, clean, near Chinatown MRT, lockers provided.
Minus: Ordinary breakfast (well, not really a bad thing).
The Mitraa
Plus: Clean, very friendly staffs.
Minus: Not so close to either Farrer MRT stations or Little India MRT, beds uncomfortable.
